Eagles are still protected under Federal and Florida Law (independent of the Endangered Species Act). There may be requirements in addition to BCC variance requests.
As with any citizen-based initiative, there are critical dates for getting your voice heard, by petition, by correspondence, or by direct talking. Here are some of the key dates for getting your opinion heard by the Board of County Commissioners (BCC) and/or the JCP Community Development District Supervisors (CDD):

5/28/2024 - Meeting of the CDD Supervisors. The Supervisors of the CDD are part of a "quasi-governmental" organization, which means their meetings fall under the Florida Sunshine Statute and are therefore open to the public. When the agenda is published it will be available at the Agenda Center page. The agenda will certainly include a discussion of the plans for spending $30,000,000+ million to demolish and replace amenities and assess the residents for it. The agenda may include some information on the request for the Board of County Commissioners to approve a non-zoning variance to allow construction to occur during the normally protected eagle nesting season; any resident in St. Johns County is able to tell their Commissioners how they feel about removing the eagle protection in order to allow the project, the demolition/construction of amenities in JCP.
6/4/2024 - BCC meeting. The BCC Agenda and Meeting Minutes are at the BCC Calendar page. Use the open discussion time (usually between 11 and 12PM) during this meeting to make your opinion of the request for a non-zoning variance to eagle protections heard; you must be present. The open discussion period is around 11:30, but the timing may vary. If you can't make the meeting (or even if you can), you are encouraged to sign the petition by 6/4 to ensure the Commissioners have heard from you. The petition results will be made available on your behalf by 6/4. The 6/18 meeting agenda may include consideration of the non-zoning variance request; part of the consideration will include the response of St. Johns County citizens to the request. Commissioner Whitehurst attended part of the 5/15 Town Hall meeting presumably to gauge the response to the variance by citizens. Since the wording of the request was not published or presented, it was understandable that attendance was low, giving a false impression of citizen reaction.
6/18/2024 - BCC Meeting The request for non-zoning variance for construction during eagle protected nesting may scheduled to be decided on this date. The agenda will be posted at the Agenda Center page.
